Statement by H.E. Mr. Sergey V. LAVROV, Minister of Foreign Affairs of the Russian Federation, at the 72nd session of the UN General Assembly

Distinguished Mr. President,
Ladies and Gentlemen,
Last December, the UN General Assembly adopted the resolution on "Promotion of a democratic and equitable international order", which clearly stipulated the inadmissibility of interference into internal affairs of sovereign States, non-recognition of coups d'état as a method of change of power and the need to exclude from the international communication the attempts of unlawful pressure of certain States on others, including ex-territorial application of national jurisdiction.
The prevailing majority of Member States of this Organization voted in favor of this resolution. The countries that, despite the goals and principles of the UN Charter, are trying to dominate in global affairs and impose models of development, as well as their own 'values' on States and peoples, guided by the logic of unipolarity that undermines the international law, turned out to be outvoted. 
Nevertheless, the world keeps changing. It is gratifying to note, as the U.S. president Donald Trump unequivocally stated from this podium last Tuesday, that:it is important to comply with the principles of sovereignty in the international affairs; it is necessary to ensure leadership by example and not impose one's will on other nations; the countries with different values, cultural patterns and aspirations can not only coexist, but also work hand in hand on the basis of mutual respect. I believe that anyone can sign under these words, especially, if the U.S. foreign policy is conducted precisely on this basis.

Global Times, the unofficial English language voice of the Chinese government, has published a strongly worded editorial which makes clear China’s strong disapproval of the comments about North Korea made by US President Trump during his recent speech at the UN General Assembly.
In that speech US President Trump had these things to say about North Korea
The scourge of our planet today is a small group of rogue regimes that violate every principle on which the United Nations is based.  They respect neither their own citizens nor the sovereign rights of their countries.
If the righteous many do not confront the wicked few, then evil will triumph.  When decent people and nations become bystanders to history, the forces of destruction only gather power and strength.
No one has shown more contempt for other nations and for the wellbeing of their own people than the depraved regime in North Korea.  It is responsible for the starvation deaths of millions of North Koreans, and for the imprisonment, torture, killing, and oppression of countless more.
We were all witness to the regime’s deadly abuse when an innocent American college student, Otto Warmbier, was returned to America only to die a few days later.  We saw it in the assassination of the dictator’s brother using banned nerve agents in an international airport.  We know it kidnapped a sweet 13-year-old Japanese girl from a beach in her own country to enslave her as a language tutor for North Korea’s spies.

The Best Speech Yet From Any U.S. President

In planning an upcoming conference aimed at challenging the institution of war, to be held at American University September 22-24, I can’t help but be drawn to the speech a U.S. president gave at American University a little more than 50 years ago. Whether or not you agree with me that this is the best speech ever given by a U.S. president, there should be little dispute that it is the speech most out of step with what anyone will say on Capitol Hill or in the White House today. Here’s a video of the best portion of the speech:
President John F. Kennedy was speaking at a time when, like now, Russia and the United States had enough nuclear weapons ready to fire at each other on a moment’s notice to destroy the earth for human life many times over. At that time, however, in 1963, there were only three nations, not the current nine, with nuclear weapons, and many fewer than now with nuclear energy. NATO was far removed from Russia’s borders. The United States had not just facilitated a coup in Ukraine. The United States wasn’t organizing military exercises in Poland or placing missiles in Poland and Romania. Nor was it manufacturing smaller nukes that it described as “more usable.” Nor was it threatening to use them on North Korea. The work of managing U.S. nuclear weapons was then deemed prestigious in the U.S. military, not the dumping ground for drunks and misfits that it has become. Hostility between Russia and the United States was high in 1963, but the problem was widely known about in the United States, in contrast to the current vast ignorance. Some voices of sanity and restraint were permitted in the U.S. media and even in the White House. Kennedy was using peace activist Norman Cousins as a messenger to Nikita Khrushchev, whom he never described, as Hillary Clinton has described Vladimir Putin, as “Hitler.” Even the U.S. and Soviet militaries were communicating with each other. Not anymore.
Kennedy framed his speech as a remedy for ignorance, specifically the ignorant view that war is inevitable. This is the opposite of what President Barack Obama said in Hiroshima last year and earlier in Prague and Oslo, and what Lindsey Graham says about war on North Korea.
Kennedy called peace “the most important topic on earth.” He renounced the idea of a “Pax Americana enforced on the world by American weapons of war,” precisely what both big political parties now and most speeches on war by most past U.S. presidents ever have favored. Kennedy went so far as to profess to care about 100% rather than 4% of humanity:
“… not merely peace for Americans but peace for all men and women–not merely peace in our time but peace for all time.”

Russian President Vladimir Putin has instructed the government to approve legislation making the ruble the main currency of exchange at all Russian seaports by next year, according to the Kremlin website.
To protect the interests of stevedoring companies with foreign currency obligations, the government was instructed to set a transition period before switching to ruble settlements.
According to the head of Russian antitrust watchdog FAS Igor Artemyev, many services in Russian seaports are still priced in US dollars, even though such ports are state-owned.
The proposal to switch port tariffs to rubles was first proposed by the president a year and a half ago. The idea was not embraced by large transport companies, which would like to keep revenues in dollars and other foreign currencies because of fluctuations in the ruble.
Artemyev said the decision will force foreigners to buy Russian currency, which is good for the ruble.
In 2016, his agency filed several lawsuits against the largest Russian port group NMTP. According to FAS, the group of companies set tariffs for transshipment in dollars and raised tariffs from January 2015 "without objective grounds."
The watchdog ruled that NMTP abused its dominant position in the market and imposed a 9.74 billion rubles fine, or about $165 million at the current exchange rate. The decision was overturned by a court in Moscow in July this year.

The Russian government is taking steps to reduce the value of transactions using the American currency in the country, according to Economic Development Minister Maksim Oreshkin.
“There is a big trend toward the de-dollarization of the Russian economy. The central bank has taken some very important steps against loans in foreign currencies," the minister said on Wednesday.

While the Syrian Arab Army, the Russian aviation and Hezbollah are preparing to finish off Daesh, the Pentagon is planning a new war against Syria, this time with Kurdish troops. Just as the mission of the Caliphate was to create a Sunnistan straddling Iraq and Syria, so the mission of « Rojava » is to create a Kurdistan straddling the two states, as the Pentagon has been publicly stating for the last four years.

This map was published by Robin Wright nine months before the offensive by Daesh into Iraq and Syria. According to this Pentagon researcher, it rectifies the map published in 2005 by Ralf Peters for the reshaping of the Greater Middle East.
According to US grand strategy, as defined by Admiral Cebrowski in 2001, and published in 2004 by his assistant Thomas Barnett, all of the Greater Middle East must be destroyed except for Israël, Jordan and Lebanon.
Consequently, the imminent victory against Daesh will change nothing of the Pentagon’s intentions.

"A partir desta semana fixa-se o preço médio do petróleo em yuan chinês", anunciou, em 15 de Setembro, o Ministério venezuelano do petróleo. Pela primeira vez, o preço de venda do petróleo venezuelano já não é estabelecido em dólares.
É a resposta de Caracas às sanções emitidas pela administração Trump em 25 de Agosto, mais duras do que as impostas pela administração Obama, em 2014: elas impediam a Venezuela de receber dólares das vendas de petróleo para os Estados Unidos, mais de um milhão de barris por dia, dólares utilizados até agora para importar bens de consumo, como alimentos e remédios. As sanções também impedem a comercialização de títulos emitidos pela PDVSA, a companhia petrolífera estatal venezuelana.
Washington tem um duplo objectivo: aumentar a escassez de bens de primeira necessidade na Venezuela e, portanto, o descontentamento popular, no qual se destaca a oposição interna (forjada e apoiada pelos EUA) para derrubar o governo Maduro;  lançar o estado venezuelano em incumprimento, ou seja, na falência, impossibilitando-o de pagar a dívida externa, ou seja, para fazer falir o Estado que tem as maiores reservas de petróleo do mundo, quase dez vezes mais do que os Estados Unidos.
Caracas tenta escapar ao tormento sufocante das sanções, cotando o preço de venda do petróleo não em dólares americanos, mas em yuan chinês.
O yuan entrou há um ano na cesta das moedas de reserva do Fundo Monetário Internacional (juntamente com o dólar, o euro, o iene e a libra esterlina) e Pequim está prestes a lançar contratos de comercialização do petróleo em yuanes convertíveis em ouro. "Se os novos contratos se consolidassem, mesmo que parcialmente, corroendo o poder dos petrodólares, seria um golpe impressionante para a economia dos EUA", comentou o Sole 24 Ore.
Ao ser questionado pela Rússia, pela China e por outros países não é só o poder excessivo do petrodólar (moeda de reserva gerada pela venda de petróleo), mas a própria hegemonia do dólar. O seu valor é determinado não pela capacidade económica real dos EUA, mas pelo facto de representar quase dois terços das reservas monetárias mundiais e é a moeda com a qual se determina o preço do petróleo, do ouro e das mercadorias. Isso permite à Reserva Federal, ao Banco Central (que é um banco privado) imprimir milhares de biliões de dólares com os quais a dívida pública colossal dos EUA é financiada - cerca de 23 triliões de dólares - através da compra de acções e de outros títulos emitidos pelo Tesouro. Neste contexto, a decisão venezuelana de dissociar o preço do petróleo do dólar provoca um choque sísmico que, do epicentro sul-americano, faz tremer o palácio imperial fundamentado no dólar.
Se o exemplo da Venezuela se espalhasse, se o dólar deixasse de ser a principal moeda do comércio  e das divisas das reservas internacionais, uma grande quantidade de dólares inundaria o mercado, provocando o colapso do valor da moeda dos EUA.
Este é o verdadeiro motivo pelo qual, no Mandato executivo de 9 de Março de 2015, o Presidente Obama proclamou "a emergência nacional a respeito da ameaça inédita e extraordinária à segurança nacional e à política externa dos Estados Unidos estabelecida pela situação na Venezuela".
É o mesmo motivo pelo qual o Presidente Trump anuncia uma possível "opção militar" contra a Venezuela. Ela está a ser preparada pelo U.S. Southern Command, cujo emblema é a Águia imperial a pairar sobre a América Central e do Sul, pronta a mergulhar as suas garras em quem se revolta contra o império do dólar.

World leaders are beginning to gather in New York where they will attend the opening of this year’s session of the UN General Assembly. This year is particularly significant as it will be Donald Trump’s first address to the UN General Assembly since becoming President of the United States in January of this year. However, Trump may well be overshadowed by other events and consequently, by other nations.
Here are the things to look out for
Pronounced US isolation 
As the least experienced leader of a major world power, Donald Trump has a great burden on his shoulders. He will be facing not only the ire of a world increasingly upset with US attempts to impose its will on the wider world but he will also be facing a generation of fellow world-leaders who came of age on the world stage during the post-9/11 era of George W. Bush and Barack Obama.
This is significant as it has been during this time that the US has implemented an aggressive foreign policy which puts into practice, the neo-con agenda which was first developed in the 1990s. America has been constantly at war ever since 2016 and in the process, US actions have led to the execution of two well known world leaders, Saddam Hussein of Iraq and Muammar Gaddafi of Libya.

«A partire da questa settimana si indica il prezzo medio del petrolio in yuan cinesi»: lo ha annunciato il 15 settembre il Ministero venezuelano del petrolio. Per la prima volta il prezzo di vendita del petrolio venezuelano non è più indicato in dollari.
È la risposta di Caracas alle sanzioni emanate dall’amministrazione Trump il 25 agosto, più dure di quelle attuate nel 2014 dall’amministrazione Obama: esse impediscono al Venezuela di incassare i dollari ricavati dalla vendita di petrolio agli Stati uniti, oltre un milione di barili al giorno, dollari finora utilizzati per importare beni di consumo come prodotti alimentari e medicinali. Le sanzioni impediscono anche la compravendita di titoli emessi dalla Pdvsa, la compagnia petrolifera statale venezuelana.
Washington mira a un duplice obiettivo: accrescere in Venezuela la penuria di beni di prima necessità e quindi il malcontento popolare, su cui fa leva l’opposizione interna (foraggiata e sostenuta dagli Usa) per abbattere il governo Maduro; mandare lo Stato venezuelano in default, ossia in fallimento, impedendogli di pagare le rate del debito estero, ossia far fallire lo Stato con le maggiori riserve petrolifere del mondo, quasi dieci volte quelle statunitensi.
Caracas cerca di sottrarsi alla stretta soffocante delle sanzioni, quotando il prezzo di vendita del petrolio non più in dollari Usa ma in yuan cinesi.
Lo yuan è entrato un anno fa nel paniere delle valute di riserva del Fondo monetario internazionale (insieme a dollaro, euro, yen e sterlina) e Pechino sta per lanciare contratti futures di compravendita del petrolio in yuan, convertibili in oro. «Se il nuovo future prendesse piede, erodendo anche solo in parte lo strapotere dei petrodollari, sarebbe un colpo clamoroso per l’economia americana», commenta il Sole 24 Ore.
Ad essere messo in discussione da Russia, Cina e altri paesi non è solo lo strapotere del petrodollaro (valuta di riserva ricavata dalla vendita di petrolio), ma l’egemonia stessa del dollaro. Il suo valore è determinato non dalla reale capacità economica statunitense ma dal fatto che esso costituisce quasi i due terzi delle riserve valutarie mondiali ed è la moneta con cui si stabilisce il prezzo del petrolio, dell’oro e in genere delle merci. Ciò permette alla Federal Reserve, la Banca centrale (che è una banca privata), di stampare migliaia di miliardi di dollari con cui viene finanziato il colossale debito pubblico Usa – circa 23 mila miliardi di dollari – attraverso l’acquisto di obbligazioni e altri titoli emessi dal Tesoro. In tale quadro, la decisione venezuelana di sganciare il prezzo del petrolio dal dollaro provoca una scossa sismica che, dall’epicentro sudamericano, fa tremare l’intero palazzo imperiale fondato sul dollaro.
Se l’esempio del Venezuela si diffondesse, se il dollaro cessasse di essere la principale moneta del commercio e delle riserve valutarie internazionali, una immensa quantità di dollari verrebbe immessa sul mercato facendo crollare il valore della moneta statunitense.
Questo è il reale motivo per cui, nell’Ordine esecutivo del 9 marzo 2015, il presidente Obama proclamava «l’emergenza nazionale nei confronti della inusuale e straordinaria minaccia posta alla sicurezza nazionale e alla politica estera degli Stati uniti dalla situazione in Venezuela».
Lo stesso motivo per cui il presidenre Trump annuncia una possibile «opzione militare» contro il Venezuela. La sta preparando lo U.S. Southern Command, nel cui emblema c’è l’Aquila imperiale che sovrasta il Centro e Sud America, pronta a piombare con i suoi artigli su chi si ribella all’impero del dollaro.

Russia will also raise the pressing issue of UN organisational reform.


MOSCOW (Sputnik) – The escalation of tensions on the Korean peninsula, a UN peacekeeping mission in Donbas and Syrian civil war could be among the priority issues that the Russian delegation headed by Foreign Minister Sergey Lavrov will raise during the high-level segment of the UN General Assembly next week.
The bilateral agenda of the Russian delegation is also expected to be eventful, as the Russian foreign minister is scheduled to hold several dozens of such meetings on the sidelines of the General Assembly. The talks with US Secretary of State Rex Tillerson are among the most anticipated, as the meeting will be held against the backdrop of the ongoing “diplomatic crisis” between the two countries. Besides, Lavrov is scheduled to meet with UN Secretary-General Antonio Guterres, NATO Secretary General Jens Stoltenberg and French Foreign Minister Jean-Yves Le Drian.

President Donald Trump has forbidden members of his cabinet from making any reference whatsoever to the alleged “Islamist” conspirators, during the commemorations of the 9/11 terrorist attacks.
At the time of the attacks, President George W. Bush had accused Osama Bin Laden and about 20 of his accomplices of organizing these attacks and thus getting the better of the world’s number one army. President Bush proceeded to set up a Commission for a Presidential Inquiry. This Commission validated his (Bush’s) version of events without first reviewing alternative interpretations of this event.


At midday on Friday 5 February, 2016 Julian Assange, John Jones QC, Melinda Taylor, Jennifer Robinson and Baltasar Garzon will be speaking at a press conference at the Frontline Club on the decision made by the UN Working Group on Arbitrary Detention on the Assange case.
